No, but you can share RST with an ally using AutoTroll command

BTW, In PHost, you don't have to be allied with someone to send them your RST, since alliances are established using the Command Processor inside the game. Read up on the levels of alliances in PHost, they are different than THost.

srX is a PHCc command, I believe.

Yes, for gpX, the X race has to have a ship in orbit at the planet that you are giving it to, for gsX, X race has to have a ship or a planet at the same location as the ship you're giving it to.
