PHOST quirk? - web fields do not drain enemy ships

I'm in a Phost game. I've laid a web mine field over two computer controlled enemy ships. The computer doesn't seem to be playing, the ships are not losing mass, and I don't get messages saying the ships are being drained.

Other notes:
There are no alliance settings with the enemy ships.
Both ships are orbitting a planet.
The field is centered on the same planet.
I changed the planet's friendly code since laying the field.

Mostly, I want to know why the ships are not being drained and what I can do about it. :?

Is there a starbase on that planet with it's mission set to refuel?

What Computer player are you using? Is it Q? Also did you lay them as Tholian WEBs or another race WEB?

Answers to first three suggestions:
1. Both ships have been towed and one surrendered.
2. There was no starbase on the planet, no mines on the planet, and no fuel on the planet.
3. Web fields were laid in the Crystalline ID (I am playing Crystals, with the current ranking of "ruby newbie").

If you are using The Q, that is one of it's cheats, Q controlled ships get fuel out of nowhere (this was also discovered with carriers in the add-on FHost). Since you towed and captured one of the ships, it had to be out of fuel. On the captured ship, is there anything in the cargo hold?

Answers to both previous entries:

I think maybe the computer is not running any of the races in the game. Abandoned races seem to do nothing except execute the player's last commands. It's the Q.

The Q-player isn't very smart. I think it's OK it has some extra abilities to make-up for it's lack of intelligence. The only real irritation I found was ships refueling and fighting after being completely drained of fuel. Very unfair for the Privateers.
