Something that might be easier to implement is free fighters at starbases - have an increasing number of free fighters at starbases the further down the ranks you are.

That too would require a host or an add on to modify the hconfig or
pconfig on a turn by turn basis.

However, I would think that starbase fighters would encourage
entrenchment.

The second half of this puzzle is to not create a never ending game.

Yup, just throwin' a few ideas out there. :)

I guess what's needed is an incentive to attack where its of greater benefit to attack the strongest player than to dispatch a weaker one.

There's the problem I'm trying to figure out.

To win, player X wants to be #1 at the end.
To do that, player X must use diplomacy but not be limited by it.
To do that, there must be a way to ensure player reputation does not
get ruined by the backstabbing, alliance changing moves made within
that particular game.

Perhaps the thing to do would be to create a game that from the
start is intended to encourage Machiavellian moves.

ie:
Game:
Art of Backstabbing / Paranoia
Map:
Square wrapped
Rules:
No Holds Barred
Victory:
Last one standing or #1 player at turn ### or
Player holds ### planets for ## consecutive turns.
Condition:
All who join agree to NOT hold others accountable
for shenanigans within game / forum.


Thrice Evil thought:
One FHost feature: Supernova, 2 planets per turn.

Guarantees that game cannot run beyond Turn 260
because all the planets are blown to frozen bits.
