I'm still unsure how to proceed then. To allow uploading of files, I had to implement user management. From there, it's not too far to implement a whole autohost (and PlanetsServer probably needs a successor). On the other hand, it would also be imaginable to connect it to an existing host (like this one) some way. Right now, you have to mess a lot with uploading **spec.dat files etc. to set up a game; one could get rid of that with both alternatives.
Anyway, both alternatives would mean to implement mail, which is not too easy if you don't want to turn your server into a spam zombie.
