That's the PHost equivalent of the Tim Continuum. Apparently during the hosting process something was detected in each of their TRN files that made phost think they were cheating.

Most likely they did not install the shiplist files for the game.
You must place all the files you receive with your turn into your game folder (vpwork1 for slot 1, etc.)
